SPOKANE, Wash. -- Mayor Lisa Brown is scheduled to give her annual address to the Spokane City Council on Monday.

According to the city council's legislative agenda, the mayor is set to make a statement on the "conditions and affairs of the city" after council announcements but before the council considers legislative matters.
