Super Dragon Ball Heroes exists outside the main Dragon Ball canon. Not concerned about having a story, well-developed characters, or cohesive themes, this web series is entirely focused on putting popular characters in new and exciting situations, and giving them transformations they've never had before. Combined with the presence of the "Xeno" characters, as well as non-canon villains from sources like Dragon Ball Heroes and Dragon Ball Xenoverse, the strength of the characters in this series is almost absurd.
Super Dragon Ball Heroes elevates the power levels of its heroes and villains beyond those found in Dragon Ball Super. The canon versions of Goku, Vegeta, and their fusions have never reached the same heights as their non-canon counterparts, nor have they beaten villains as dangerous as Demigra or Fu. It's safe to say that all the strongest characters in Super Dragon Ball Heroes could be considered threats to the entire multiverse.

The Crimson-Masked Saiyan is One of the Main Villains of the New Space-Time War Saga
Also known as Crimson, the Crimson-Masked Saiyan is a version of Zamasu from an alternate universe. Like the main universe incarnation of Goku Black, Crimson's aim is to erase all mortals in existence. Unlike his counterpart, Crimson's fate was changed by Fu, who made him into a Time Breaker, before traveling to numerous alternate timelines to kill 99 versions of Goku.
Crimson can enter the Super Saiyan Rose Full Power form. In this state, he's far more powerful than the original Goku Black, and had the advantage over Ultra Instinct Goku during their fight. With his ability to create equally powerful clones of himself, Crimson is a threat to all of existence.

Super Dragon Ball Heroes' Gogeta can go beyond Super Saiyan Blue, and access the Super Saiyan Blue Evolved transformation. He only needed Super Saiyan Blue to defeat Ultimate Hearts and, with his full-power, he scored a comfortable victory against Crimson. Gogeta's weakness comes from the source of his existence, the Fusion Dance, which only lets him stay fused for 30 minutes at a time.

The "Xeno" versions of Goku and Vegeta introduced in Super Dragon Ball Heroes are stronger than their canon counterparts. Their experience as members of the Time Patrol has offered them challenges the normal versions of Goku and Vegeta have never faced, and they've grown through each and every one. By virtue of how fusion works in Dragon Ball, this translates to Xeno Gogeta being more powerful than Gogeta.
Xeno Gogeta's strongest form is his Full Power Super Saiyan 4 Limit Breaker transformation. This isn't the limit of his power though, as he can also stack the Kaio-ken on top of it. Xeno Broly is the most ferocious incarnation of the famously uncontrollable warrior. Also known as Dark Broly, his immense strength comes from his repeated defeats and deaths, coming back stronger after each time he's sent to Hell. He's also been corrupted by the Dark Factor, the life energy of the Dark King.
Whereas Broly is the Legendary Super Saiyan, Xeno Broly can enter Full Power Super Saiyan 4 Limit Breaker. He's capable of fighting evenly with any version of Vegito or Gogeta, and his strength was enough to even fill Demigra with concern. Along with his raw power, Xeno Broly can nullify the abilities of his enemies.

Born from Goku and Vegeta fusing by using the Potara Earrings, Vegito has always been a step above his Fusion Dance counterpart, Gogeta. This holds true in Super Dragon Ball Heroes, where Vegito has far more impressive feats. This is in spite of the fact that, unlike most other major characters in the series, Vegito doesn't gain any new transformations.
Just like in Dragon Ball Super, Vegito relies on the Super Saiyan Blue transformation. Unlike his canon counterpart, he can also stack the Kaio-ken on top of it. Vegito defeated multiple versions of Fu, cut off part of the Universe Tree, and scored a significant clean hit on Full Power Dark King Demigra.

Born from the combined experience of Xeno Goku and Xeno Vegeta, and the power of the Potara Earrings, Xeno Vegito is the most powerful fused character in Super Dragon Ball Heroes. By extension, this makes him representative of the highest level of strength Vegeta has ever achieved. Xeno Vegito is primarily influenced by his experiences with the events of Dragon Ball GT, as his preferred transformation is Super Full Super Saiyan 4 Limit Breaker.
Xeno Vegito can fight evenly with both Time Power Unleashed Mechikabura and Dark King Fu, as well as Full Power Super Saiyan 4 Limit Breaker Xeno Broly. Demigra is the main antagonist of Super Dragon Ball Heroes' most recently concluded arc, the Supreme Kai of Time Saga. A 75 million-year-old demon sorcerer, Demigra's lust for power cannot even be satisfied by godhood. He's not only succeeded in becoming a Demon God, but in absorbing the power of both the Dark Factor and the Time Scrolls.
At his strongest, Demigra can destroy the entire multiverse with a single attack. In this state, his power rivals Fu, and is greater than every previous Dark King's. Super Saiyan Blue Vegito wasn't able to do more than injure Demigra, and it took the combined power of Perfected Ultra Instinct Goku, Super Saiyan 2 Future Gohan, and Super Saiyan 4 Xeno Bardock to finally defeat him.
3 Fu Absorbs the Power of the Universe Tree

Because of his influence throughout them, Fu Boyhood is the main antagonist for three out of five of Super Dragon Ball Heroes' completed arcs. The son of Towa and Mira, Fu plays with time as he sees fit, with his curiosity leading him towards a desire to erase the current multiverse and create a new one. As various heroes get in his way time and time again, Fu acquires new powers from different sources.
Throughout Super Dragon Ball Heroes, Fu absorbs Mechikabura's Dark Factor, as well as Dogidogi. However, his greatest power-up comes from absorbing the energy of the Universe Tree. At full strength, Fu fought Vegito and Xeno Vegito back-to-back, both failing to defeat him. Fu's attacks extend beyond the multiverse, reaching into other dimensions, and he was believed to have power possibly equal to, or beyond, Zeno's.

After absorbing power from the Universe Tree, as well as Tokitoki's energy, Goku completely surpasses Fu. Combined with Super Saiyan Blue, Goku in this state is strong enough to wipe out Fu with a single Kamehameha. And even though this power-up was only temporary, Goku is still far from weak in his Perfected Ultra Instinct form.

No matter the universe, neither Goku nor any other mortal can achieve the strength of Dragon Ball's divine characters. This isn't made clear by anything Zeno, the Grand Priest, the Angels, or the Gods of Destruction do in Super Dragon Ball Heroes, but by their role in the franchise. They are the ultimate goalpost for Goku to reach, and it will be clear when he actually manages to surpass them.
While Fu is compared to Zeno, and Goku becomes more powerful than Fu, there is no way of knowing for sure if the claim is accurate. Like his canon counterpart, Zeno can erase entire universes on a whim. Meanwhile, Goku, without the power of the Universe Tree, still can't land a hit on a full-power Beerus.
