Pact seeks an experienced Grants and Contracts Manager for the USAID Gir'Ijambo Activity (or project) implemented in Burundi. This five-year civil society strengthening project aims to create more engagement between citizens and public officials and greater responsiveness of public officials in a way that bolsters positive changes in Burundians' lives.
Under the direction of the USAID Gir'Ijambo Chief of Party, the Grants and Contracts Manager will be responsible for administering, managing and monitoring grants and sub-contracts issued by Pact, with particular attention paid to compliance with USAID's rules and regulations.
The Grants and Contracts Manager will provide effective and efficient sub-awards management and administration to achieve the program goals, working with partner organizations of all levels. The Grants and Contracts Manager is responsible for the entire cycle of an award process from pre-award to close-out, focusing on regulatory compliance, assessment, and mitigation of business risks, and enforcement of Pact's policies and procedures. This role also serves as a technical resource to Pact staff in interpreting donor rules and regulations and contributes to contractual discussions and negotiations with the project donor. In addition to contributing to prime award administration, the role will also provide expert support to subgrant administration, contracting, and procurement activities under prime award. This position will supervise a Grants & Contracts Coordinator.
This role is in Bujumbura, Burundi and is open to Burundian nationals or Burundi residents whose work eligibility does not require Pact sponsorship. The Grants and Contracts Manager will report to the Chief of Party.
Salary for this position is commensurate with local office salary scales and will be determined based on the candidate's experience and qualifications
